One, Previous stage work of Baota integrated project district
1, following the strategic decision made by the autonomous region government of developing Ningdong power and heavy chemical industry base in Oct 2003, planning and construction leading group of Baota integrated project district of Ningdong power and heavy chemical industry base of Baota Petrochemical group was created in 4 th Dec 2003 by the board of directors of Baota Petro-chemical Group Co.,Ltd. Mr Sun Hangchao was appointed to be the leader of the leading group. The leading group has power plant project group, chemical project department, mineral resources department, investment and financing department, planning financial department and office attached to.
2, In 15 th Dec 2003, the municipal Party committee of Linwu city made a decision of building Baota chemical project district of Ningdong power heavy chemical base , approved a piece of land with an area of 8 square meters used for building, put forward key construction project and established construction leading group of the project district.
3, In Dec 2003, Ningxia Baota Petrochemical designing institute completed development program of integrated project district, and put forward general development strategy: large scale, high technology, new mechanism and building district production integration.
4, The Evaluation Report on Baota Integrated Project District Development Program made by China International Engineering Consulting Corporation (CIECC) think of the development program being practical, conforming to the actual condition and possessing a good development future.
5, in early 2004, Baota Petrochemical Group Co., Ltd presented developing program and evaluation report of Baota integrated program district to development and reform committee of the autonomous region. In Apr 27, the committee agreed to establish Baota integrated project district and detailed construction program by issuing Reply on developing program of Baota integrated program district of Ningdong power heavy chemical base of Ningxia Baota Petrochemical Group Co., Ltd .
Two, approved program
1. 4¡Á135MW thermo-electric plant program
Taking full advantage of the location and resource priority, 4 ¡Á 135MW thermo-electric plant program of Ni ngxia Baota Petrochemical Group is devoted to circulation economy, forming an all-in-one layout of oil-electricity-chemical-material, so as to provide heat source to various industries inside Baota ecologic industrial park of Ningdong power heavy chemical base and to the living base of Ningdong power heavy chemical base (Ci Yaobao town of Linwu city).
The thermo-electric plant has rich coal resource and convenient transportation, featuring excellent condition for plant construction, short construction period, low operation cost, high financial returning and integrated economic benefit, good environment benefit and social benefit. The gross scope of program construction is 1140MW with total investment of 2.3 billion RMB. In this stage, 2 ¡Á 135MW steam extraction type power generation unit will be built with static investment of 1.35056 billion RMB, internal rate of return of 9.51%, and investment recovery period of 10.10 year.
The development and reform committee of the autonomous region has issued Reply on suggestion of proposal of environment-protection thermo-electric plant of Ningxia Baota Petrochemical group (Nr736 file of Ningxia developing and reforming resource [2004]) on Oct20th, 2004. According to the thermal load of this phase, suggested scale is set to be 2 ¡Á 135MW tentatively. Up to now, the study, geologic hazard assessment, earthquake security assessment, environment influence assessment, conservation of soil and water, water right conveyance, water resource demonstration, leading in system report and expropriation of land have been completed, and the coal resource have been ensured.
2, coal-made methanol of 600,000 tons/year program
The coalmine of this coal-made methanol program is assigned by the government, and the coal mine has convenient transportation, featuring excellent condition for plant construction, short construction period, low operation cost, high financial returning and integrated economic benefit, good environment benefit and social benefit. The estimated gross investment of this program is 1.95597 billion RMB, and after the operation of this project, it will have annual sales income of 0.88306 billion RMB, annual tax and associate charge of 0.10205 billion RMB, annual after-tax profit amount of 0.15872 billion RMB, earning power of real assets is 11.82%, earning power of tax is 16.91 £¥ , internal rate of return of all investment (before receipt of income tax) is 15. 93%, internal rate of return of all investment (after receipt of income tax) is 12.49%, all investment payback period (before receipt of income tax) is 7.20 year, and all investment payback period (after receipt of income tax) is 8.09 year.
The development and reform committee of the autonomous region has issued Reply on proposal of methanol program with annul output of 600,00 tons of Ningxia Baota Petrochemical group (Nr611 file of Ningxia developing and reforming resource [2004]) on Sep 15 2004, and the program has been listed into key programs of autonomous region in 2005. Up to now, the study, geologic hazard assessment, earthquake security assessment, environment influence assessment, conservation of soil and water, water right conveyance, water resource demonstration, leading in system report and expropriation of land have been completed, and the coal resource have been ensured.
3, natural gas-made methanol of 300,000 tons/year and dimethyl ether of 50,000 tons/year program
The natural gas-made methanol of 300,000 tons/year and dimethyl ether of 50,000 tons/year program of Ningxia Baota Petrochemical group mainly includes production devices of natural gas desulfurization, conversion, composition, alcoholization and auxiliary public works. An imported set of production device is used in the district, which adopts advance decentralized control system (DCS), so as to ensure multiple functions, good manipulation and reliability, making its automatic level parallel to the advanced standard of devices of similar class in current world.
The estimated gross investment of this program is 0.48032 billion RMB, and annual sales income is 77.46 million RMB, earning power of real assets is 14.89%, earning power of tax is 22.11 £¥ , internal rate of return of all investment (before receipt of income tax) is 20. 23%, all investment payback period (before receipt of income tax) is 6.16 year, term of mortgage is 6.02 year, and break-even point is 55.51%.
The development and reform committee of the autonomous region has issued Reply on approval of application report of methanol of 300,000 tons and dimethyl ether of 50,000 tons of Ningxia Baota Joint Chemical Co., Ltd) on March 7,2005 (Nr78 file of Ningxia developing and reforming resource [2005]). Up to now, the study, geologic hazard assessment, earthquake security assessment, environment influence assessment, conservation of soil and water, water right conveyance, water resource demonstration, leading in system report and expropriation of land have been completed, and the autonomous region government attach most importance to this program and set up specific organization to ensure the supply of natural gas resource.
4. 450,000 ton/year of synthetic ammonia (natural gas), 780,000ton/year of carbamide and 600,000 ton/year of NPK program
In order to meet the requirement of the market, Ningxia Baota Petrochemical group adopts imported set of production device, with total investment of 1.5093 billion RMB, a nd annual sales income is 0.15934 billion RMB, earning power of real assets is 10.56%, earning power of tax is 12.25 £¥ , internal rate of return of all investment (before receipt of income tax) is 15. 78%, all investment payback period (before receipt of income tax) is 7.13 year, term of mortgage is 6.98 year, and break-even point is 62.7.
The development and reform committee of the autonomous region has issued Reply on approval of application report of NPK of 600,000 tons of Ningxia Baota Joint Chemical Co., Ltd) on Jan 30,2005 (Nr51 file of Ningxia developing and reforming resource [2005]), and issued Reply on approval of application report of synthetic ammonia of 450,000 tons and carbamide of 78,0000 tons of Ningxia Baota Joint Chemical Co., Ltd) on Feb 25,2005 (Nr66 file of Ningxia developing and reforming resource [2005]). Up to now, the study, geologic hazard assessment, earthquake security assessment, environment influence assessment, conservation of soil and water, water right conveyance, water resource demonstration, leading in system report and expropriation of land have been completed, and the natural gas resource have been ensured. Currently the program has entered into initial designing and construction drawing designing process.
5. polyvinyl chloride (PVC) with annual output of 300,000 ton/year program
This program plan to produce calcium carbide with annual output of 450,000 ton/year, caustic soda with annual output of 250,000 ton/year, and polyvinyl chloride (PVC) made by calcium carbide with annual output of 300,000 ton/year. The production device of calcium carbide provide the PVC production program with raw material, in combination with caustic soda, PVC and PVC material program to form an all-in-one production mode, so as to effectively achieve the comprehensive utilization of raw material and energy source so as to have strong market competitive power.
The total investment is 3.494 billion RMB among which investment on real assets is 3.431 billion RMB (including foreign exchange of 55.62 million US dollars) and circulating fund of 63 million US dollars. The capital of this program is 1.0482 billion RMB. After the operation of this program, estimated annual sales income may be as high as 2.399 billion RMB, and pay the tax of 0.67 billion RMB, and with profit of 0.4685 billion RMB.
The development and reform committee of the autonomous region has issued Reply on propsal of PVC with annual output of 300,000 tons/year of Ningxia Baota Petrochemical Group Co., Ltd) on Nov 12, 2004 (Nr825 file of Ningxia developing and reforming resource [2004]). Up to now, the study report and expropriation of land have been completed, and geologic hazard assessment, earthquake security assessment, environment influence assessment, conservation of soil and water, water right conveyance, water resource demonstration are being under way. As for needed limestone, exploration right has been obtained and crude salt resource has been ensured.
